In a first of its kind initiative which aims to improve healthcare services in Assam, the National Health Mission (NHM) on January 22, signed a Memorandum of Understanding (MoU) for conversion of 354 tea garden hospitals into Ayushman Arogya Mandirs. This initiative is an extended part of combating long-standing health problems in tea garden areas of India, and ensuring health service to individual workers and their families.
The Minister of Health and Family Welfare, Ashok Singhal, as well as Ministers Pijush Hazarika, Prashanta Phukan, Rupesh Gowala and Krishnendu Paul were present at the signing ceremony. Several MLAs, representatives from the tea industry, and senior officials also attended the event, which demonstrates the significance of this step on the healthcare landscape of the state.

Why we need this Initiative?
Minister Singhal reiterated the government’s unwavering commitment to meet the challenges of pressing health issues such as anaemia, malnutrition, maternal and neonatal mortality rates, hypertension and diabetes. These health issues have been attributed to lack of adequate medical facilities and vast sanitary conditions inside forming workers in tea garden workers with high incidence of diseases like tuberculosis, leprosy and diarrhoea, he said. “It is a logical step towards making these hospitals Ayushman Arogya Mandirs in order to ensure that the workers in the tea garden alongside their families get the health care which they deserve,” Singhala said.
Schemes by the Assam Government
The Assam Government has launched several schemes in response to public health problems. These include the introduction of Mobile Medical Units, a Wage Compensation Scheme tailor-made for pregnant women, partnerships with tea estate hospitals through Public-Private Collaborations (PPP), delivery of free medicines, transportation services for patients, and new hospitals to be set up by Assam Tea Corporation Limited. Minister Singhal explained these initiatives, emphasizing the government’s comprehensive approach to improving health services in tea estates.
About Ayushman Arogya Mandirs
Through 12 different health packages, the Ayushman Arogya Mandirs will offer a wide range of health services. These packages include maternal and newborn care, child and adolescent health services, family planning, the treatment of communicable diseases and noncommunicable diseases, oral health and mental health care, emergency medical services, and the geriatric population; The new sites will have essential services such as delivery rooms, neonatal emergency units and diagnostic services all free of charge. He further also called for embedding wellness and yoga activities into the workplace to promote a culture of a healthier workforce.
He requested the tea garden owners to prioritize the health of their employees as a healthy workforce is the key requirement for long-term viability and effectiveness of the tea garden industry. This is not only about an infusion of capital in the healthcare ecosystem of the state, it is about the health and welfare of the tea garden community as a whole,” he added. This initiative is based on the success of existing Ayushman Arogya Mandirs in Assam which have already upgraded 4,947 health centers. This change is in line with PM Narendra Modi’s concept of accessible and affordable health care for all and this initiative demonstrates state government’s commitment to realize this vision.
The occasion was marked by enthusiastic participation of high-ranking dignitaries, tea estate managers, labor representatives and stakeholders, all aimed at working together for improved healthcare in tea growing areas. “This is a historic day in the journey of revamping the healthcare system in Assam and we are proud to be a part of this journey,” said a senior official of the National Health Mission (NHM). The transformation of tea estate hospitals into Ayushman Arogya Mandirs is expected to have a considerable impact on the health and well-being of the tea workers and their families.
