7. Members of non-political service-oriented NGOs and Clubs.
8. Members of Women Neighborhood Groups, Self-Help Groups, and Maithri Sanghams.
9. Educated prisoners with good behavior serving long-term sentences in prisons.
10. Others: Any individual above 21 years of age with Matriculation and fluency in Bengali, English, Hindi, and Kokborok.
