  • B.E./B.Tech in Civil Engineering from a recognized Indian/Foreign university

  • Passed AMIE (India) in Civil Engineering (Part A & B) provided enrollment was done on or before 31/05/2013
  • Degree must be from a regular course; degrees obtained via distance mode will not be accepted.
  • All semester/year mark sheets and final pass certificate must be uploaded.

Application Fee & Processing Charges

Under the Digital India initiative by the Ministry of Electronics and Information Technology (MeitY), the Assam Public Service Commission (APSC) has launched an online recruitment portal in collaboration with CSC-SPV, a MeitY-approved agency. A processing fee of ₹40 + 18% GST = ₹47.20 is applicable for all applicants.

Important Notes:

  • To avail fee relaxation (SC/ST/OBC/MOBC/BPL), candidates must upload valid certificates issued by competent authorities.
  • Applications without payment of the prescribed fee will be rejected without consideration.
  • Fees once paid are non-refundable and cannot be adjusted for any future recruitment.
  • PwBD candidates with at least 40% benchmark disability may apply even for posts not reserved for PwBD, if declared suitable.
    • Reservation and other relaxations are only applicable if the post is reserved or identified as suitable for PwBD.

How to Apply for Water Resources Department Recruitment?

  1. Mode of Application:
    Applications must be submitted online only via the APSC Recruitment Portal: https://apscrecruitment.in.
    No other mode of application will be accepted.
  2. Registration Process (OTR):
    • New users must first click ‘Register Here’ on the portal and complete the One-Time Registration (OTR) process.
    • Fill in basic details, and upload a recent passport-size photograph and signature (50 KB–200 KB, not older than 3 months).
  3. Filling the Application Form:
    • Log in using your credentials and complete all sections including personal info, qualifications, experience, and upload required documents (PDF, max 2 MB, scanned at 200 dpi in grayscale).
    • Enter certificate number, issue date, and issuing authority where applicable.
    • Clearly legible marksheets and certificates must reflect the candidate’s name, subject, and degree details.
  4. Form Submission:
    • After entering all information, check the declaration box to enable the ‘Preview’ button.
    • Review details carefully before clicking ‘Submit’.
    • Once submitted, proceed to pay the application and processing fees.
    • After successful payment, an auto-generated email will be sent to the registered email ID.
  5. Important Points:
    • Edit option is not available after final submission.
    • Application will not be considered unless the fee is paid.
    • In case of double deduction, the bank will auto-refund within 5–7 working days.
    • Only one application per post is allowed. If multiple applications are submitted, only the one with the latest Application Number and completed fee will be considered.
  6. Submission via Common Service Centres (CSCs):
    • Applicants without access to internet banking or debit cards may use nearby CSCs for form submission and payment.

Important Instructions for APSC Recruitment Applicants

  1. Eligibility Verification:
    Candidates must ensure they meet all eligibility criteria before applying. Admission to any stage of the selection process will be provisional and subject to verification. If, at any point (before or after the screening/written exam/interview), a candidate is found ineligible, their candidature will be canceled.
  2. Physical Standards:
    It is the responsibility of the candidate to verify that they meet any physical standard requirements if applicable, especially where a physical test is conducted by the State Government prior to appointment.
  3. No Withdrawal:
    Once the application is submitted, requests to withdraw it will not be entertained under any circumstances.
  4. No Change of Category:
    The category (caste/sub-caste) selected in the original application form cannot be changed at any stage of the selection process.
  5. False Information:
    Providing incorrect or misleading information may lead to disqualification from all future recruitments for a duration specified by the Commission.
  6. Misrepresentation:
    Any false declaration will result in rejection of the application and potential legal action. If discovered post-selection, the case may be referred to the Government.

    Valid identity proof (such as PAN Card, Driving License, Passport, Institution ID, Voter ID, or Aadhaar) must be produced during screening, written test, or interview.
  8. Eligibility Cut-off Date:

  9. Interview Attendance:
    Candidates, if required, must attend the interview/viva-voce at a location specified by the Commission. No travel allowance or expenses will be provided.
  10. Medical Fitness:

    Final results will be published on the APSC website and/or newspapers. Queries regarding the results or reasons for non-selection will not be entertained.
  12. Canvassing:
