Assam to Develop Dibrugarh as Second Capital by 2027: Chief Minister Himanta Biswa Sarma’s Vision

In a major step that will reboot and alter the administrative machinery and cultural fabric of the state Assam Chief Minister, Himanta Biswa Sarma, said on Sunday that the historic town Dibrugarh, on the banks of the Brahmaputra River, will be developed as Assam’s second capital in three years. The announcement was made by the Assam chief minister during the Republic Day celebrations in Dibrugarh, which is also hosting such a significant event for the first time.

Plans for the Assam Assembly

Among the most ambitious parts of the new project is moving one session of the Assam assembly to Dibrugarh in 2027. “One session (of the assembly) every year in Dibrugarh — starting from 2027,” Sarma said. For the purpose, construction of a permanent building for the assembly in Dibrugarh will be taken up on January 25, 2024. This would turn Dibrugarh into a landmark city not only for Assam but the state would also take pride as centre of economic activities in India. Asserting that this project would be completed within next three years, the Chief Minister said that it will result huge changes in Dibrugarh.

Development of Urban Comprehensive Plan

The Dibrugarh Smart City project is a part of a larger urbanization project involving these cities in Assam, but also including Tezpur and Silchar. Sarma elaborated on the government’s plan for these cities, saying, “In three years, Dibrugarh will be the second capital of Assam. We will build a Raj Bhavan in Tezpur and turn it into the cultural capital of Assam. Having the secretariat and chief minister office thereby bridging the gap between Barak Valley and Guwahati.” he said.

Doing More Than Before Building on Previous Initiatives

This announcement follows the Chief Minister’s earlier initiatives to decentralize administrative functions. Sarma had last year inaugurated the first CM secretariat outside the state capital in Dibrugarh town, an indication of the government’s decision to bring governance to the east part of Assam.
